Iranian Foreign Minister Abbas Araghchi and a small negotiating team are reportedly expected to arrive in Islamabad, Pakistan, to revive talks. On 22 April, Axios reported that President Trump was willing to give Iran three to five days to return to the negotiation table with a unified position. Iran's outward position over the last several days has been that it would not rejoin talks while the U.S. blockade is in place. At this time, it is unclear if an American negotiating team will also travel to Pakistan. Nonetheless, the reports of Araghchi's trip are a positive signal. 

The issue still remains that both Iran and the United States view each other's demands as surrender terms. This leaves two broad sets of outcomes: The U.S. can keep the diplomatic channel open amid its economic pressure campaign, or it can either resume strikes on Iran or ask Israel to resume the campaign. The status quo option is not without its risks. The Israel–Lebanon ceasefire is on shaky ground, and President Trump's shoot-and-kill order on Iranian fast boats laying mines could be tested by Iran, amid growing impatience. With the USS George H.W. Bush now in the region and President Trump facing a 01 May deadline from Congress, there is a real possibility that the United States could end the ceasefire at any moment. 

Situation Report

  • 24 April: Reports indicate that Iranian Foreign Minister Abbas Araghchi is expected to arrive in Islamabad, Pakistan, in the evening hours. 
  • 23 April: President Trump announced a three-week extension of the Israel–Lebanon ceasefire. The Israeli ambassador to the UN said the ceasefire extension was "not 100 percent," adding Israel will take action "every time we see a threat," amid reported exchanges of fire between Israel and Hezbollah in southern Lebanon.
  • 23 April: U.S. forces interdicted the Iranian dark fleet vessel M/T Majestic, which was carrying approximately 1.9 million barrels of Iranian oil in the Indian Ocean.
  • 23 April: Lebanese Prime Minister Nawaf Salam stated that Lebanon would not sign any agreement with Israel that did not include total withdrawal from its territory. On disarming Hezbollah, Salam said it was a process, not an overnight event.
  • 23 April: U.S. CENTCOM reported that the USS H.W. Bush carrier had entered its area of responsibility.
  • 23 April: President Trump posted on Truth Social that he had ordered the Navy to “shoot and kill” any boat laying mines in the Strait of Hormuz. Later in the day, reports emerged that Iran has deployed additional mines in the Strait of Hormuz.
  • 22 April: The U.S. Embassy in Beirut renewed a security alert, urging U.S. citizens to depart Lebanon while commercial flight options were still available.
  • 22 April: A fifth Senate vote on a war powers resolution aimed at halting the war on Iran failed to pass, with 51 votes against and 46 votes in favor. The resolution forces a 60- to 90-day deadline on military action without legislative approval.
