Dale explained that the unrest has moved through distinct phases, starting as a protest over school conditions and cost of living before radicals introduced looting and arson in recent weeks. He noted that protest numbers have already begun declining from a peak of more than half a million demonstrators, as France has deployed over 70,000 police and military personnel nationwide in response.
