This year's Global Risk Map presents country-specific security ratings based on indicators including crime, conflict, health, natural disasters, infrastructure, political stability, civil unrest, and terrorism. In 2026, instability was fueled by the conflict in the Middle East, public backlash against AI data center expansion, and the second-largest Ebola outbreak on record.

The 2027 Global Risk Map introduces a new level of granularity. A single country can carry more than one risk rating, reflecting how conditions vary within its borders rather than applying one designation nationwide. The result is a clearer picture of where risk actually concentrates, not just which countries carry it. The Global Risk Map also names the specific countries with the highest arbitrary detention, health, environmental, and data exposure risk, along with the cities carrying the highest overall risk.

Extreme Risk regions experience active conflict alongside severe criminal activity and civil unrest. State institutions are too weak to contain militant groups or respond to large-scale disasters.

High Risk regions experience recurring conflict, criminal activity, or civil unrest. State institutions are weak and cannot manage crises effectively.

Medium Risk regions are not fully secure. Political instability and inadequate law enforcement leave them vulnerable to crime and sporadic unrest, and state institutions are often ill-equipped to manage crises. Regions may also be classified as Medium Risk based on remoteness and limited access to medical care.

Moderate Risk regions are resilient and can manage most crises and threats to personal security quickly and effectively. Criminal activity, terrorism, and natural disasters may still disrupt travel or local operations.
