One week after two major earthquakes struck northern Venezuela on 24 June 2026, the mismanagement of disaster response by Interim President Delcy Rodríguez’s government is accelerating collapse in public confidence and fueling anti-Chavismo sentiment, increasing the likelihood of anti-government demonstrations and unrest.

As of 29 June, the government [reports](https://elpais.com/america/2026-06-30/ultima-hora-del-terremoto-en-venezuela-en-directo.html) 1,943 dead and 10,571 injured—figures that almost certainly fail to capture the real numbers, resulting from both intentional downplaying of casualties and an inability to fully survey the extensive damage. The number of missing, based on civilian reports, [remains](https://desaparecidosterremotovenezuela.com/) around 40,000, with time running out to rescue those trapped under the thousands of damaged structures across the affected regions. 15,866 Venezuelans are displaced, as their homes were either destroyed or rendered uninhabitable by the earthquakes.

**Global Guardian assesses that the collapse in public confidence in the Rodríguez administration, and by extension in the Trump administration's handling of the democratic transition, will accelerate—making large-scale demonstrations and civil unrest a near certainty in the coming weeks.**

The Rodríguez administration has invested significant energy into shaping public perceptions of the government's disaster response. This strategy aligns with the Rodríguez’s administration’s hope of gaining public support ahead of future elections by positioning the government as a competent provider of aid.

Journalists granted access to affected areas have been led on guided tours that bypass the most severely damaged zones. On 28 June, a senior member of a Mexican rescue organization reported being approached by a Venezuelan government official following a rescue operation and asked to publicly praise Interim President Delcy Rodríguez by name in subsequent media appearances. Footage and civilian accounts of uniformed authorities blocking aid convoys and looting damaged residences have further inflamed tensions.

Foreign rescuers have also been hampered by bureaucratic obstacles. On 27 June, Interior Minister Diosdado Cabello announced access restrictions on La Guaira state, the region hardest hit by the earthquakes, requiring rescue teams to register with Venezuelan authorities. USAR-13, a Spanish nonprofit search group, mobilized for Venezuela but [called off its deployment](https://en.cibercuba.com/noticias/2026-06-28-u1-e209395-s27061-nid333625-rescatistas-espanoles-usar13-pudieron-viajar) after authorities failed to approve its entry. The leader of Topos Chile, a Chilean search and rescue group, reported that Venezuelan soldiers denied his rescuers entry to La Guaira, demanding paperwork proving that they were not spies.

Public sentiment was already [deteriorating](https://cdn.atlasintel.org/3e1ecba7-be57-43e4-8dbe-7b69bd89ffa1.pdf) before the earthquakes, driven by frustration with the slow pace of political and economic transition that many Venezuelans had expected to move quickly. In a May 2026 poll, the share of respondents rating the government "excellent or good" fell from 23.4% in February to 13.1%, while those rating it "bad or very bad" rose from 33.5% to 48.9%. Rodríguez's personal numbers have followed the same trajectory, dropping to 25.2% approval against 58.7% disapproval in May, down from 37% approval and 44.3% disapproval when she took office. Opposition leader María Corina Machado retains broad support.

Widespread reports of authorities obstructing rescue efforts, set against a massive mobilization of foreign aid in the form of search-and-rescue teams, detection dogs, food assistance, and reconstruction pledges, threaten to dismantle the government's narrative entirely and amplify existing public hostility toward the regime.

Much civilian anger has been directed at Interior Minister Diosdado Cabello, a committed Chavista who faces a $25 million U.S. State Department [bounty](https://www.state.gov/diosdado-cabello-rondon) for narco-terrorism and cocaine-trafficking charges tied to the Cartel de los Soles. A longtime ally of former leader Nicolás Maduro, who was captured in an early-morning U.S. military operation on 03 January 2026, Cabello served as a regime enforcer and maintained close links to Venezuela's pro-government armed colectivos.

Interim President Delcy Rodríguez, who has largely cooperated with Washington since 03 January, likely views Cabello as a threat to her authority and may treat the current wave of negative publicity as an opening to remove him, as she has done with several other Maduro allies over the last few months. Such a move would serve a dual purpose: eliminating a regime insider who poses a danger to her rule while positioning her more favorably with the Venezuelan public. This maneuvering may, however, trigger instability in some neighborhoods of Caracas which are tightly controlled by Venezuela’s colectivos, who view Cabello as their patron.
